EU citizen’s right of residence

From the August 1, 2006 the new Citizen of European Union Act entered into force which changed the terms for settling in Estonia of citizens of member states of the European Union and the European Economic Area and the Swiss Confederation (hereinafter "EU citizens") and their family members who are citizens of third countries  and the procedures necessary for it. EU citizens who resided in Estonia on August 1, 2006 on the basis of a residence permit shall be considered as EU citizens who have the right of residence in Estonia.

In order to obtain the right of temporary residence an EU citizens must register themselves as citizens of Tartu within three months from the date of entering Estonia. That can be done in the Population Register Office in Tartu, Küüni str. 5, phone 736 1140. Opening hours: Mon 9-12; 15-18, Tue 9-16, Wed-Fri 9-12; 14-16. Required documents for the registration:
• the identity document of an applicant;
• a tenancy contract.

Within the period of one month from the acquisition of the right of temporary residence, you must contact personally a Migration Bureau to apply for an identity card which certifies your right of temporary residence.
Required documents for the identity card:
• the application form (you do not have to complete the application form before you come to the Migration Bureau);
• the identity document of an applicant;
• a coloured photograph sized 40-50 mm (It is possible to take a photo free of charge in Tartu Migration Office);
• a document certifying the payment of the state fee.

EU citizens must pay the state fee of 24.28 EUR.

After the registration the right of temporary residence is granted for a period of five years.
