The process of integration of higher education in Europe started after the declaration of 4 ministers of education in Sorbonne in 1998. A year later, European 29 ministers signed the declaration that later became known as the Bologna declaration. It outlines several ideas to implement the vision of a common European higher education space. It was agreed in Bologna that the ministers shall meet in two years' time to review the progress. This meeting has been scheduled to take place on 18-19 May this year in Prague.

Preceeding this meeting, European higher educational institutions agreed to convene in Salamanca to prepare for the ministerial meeting and present their views concerning the Bologna process. The meeting in Salamanca took place on 29-30, 2001 and a declaration to the ministers was prepared. Together with this declaration, the general rapporteur of the Salamanca meeting professor Konrad Osterwalder prepared a report summarising the ideas expressed by the participants.

During the Salamanca meeting two major European higher educational institutions - the Conference of European Rectors (CRE) and the Confederation of EU Rectors' Conferences - agreed to join and the founding assembly of the new joint institution, the European University Association (EUA), took place.

The organisers see the Conference of Baltic University Rectors discussing the idea of Nordic-Baltic universities as a subspace of the European higher education space. We kindly ask you to refer to the above links and documents preparing for the Tartu meeting.
