UT Acting Rector likely to be appointed on Friday
22.01.2007
In the Rector's election held on Thursday 18th January 2007 a total of three ballots failed to determine the Rector as none of the candidates was able to poll a sufficient number of votes.
The initial ballot included the following candidates: Ene Ergma, Professor of Astrophysics and Vice Speaker of the Estonian Parliament, Volli Kalm, UT Professor of Applied Geology and UT Vice Rector for Academic Affairs Birute Klaas, Professor of Estonian (as a foreign language). The electors deposited in the ballot box 265 ballot papers, of which 1 was unmarked and 1 spoiled. Prof Ergma polled 116, Prof Kalm 103 and Prof Klaas 44 votes.
The second ballot was held between Prof Ergma and Prof Kalm. 264 electors took out the ballot papers of which 263 were returned, 7 of those unmarked. Both candidates polled an equal number of 128 votes. In accordance with the Rules of Procedure governing Election of the Rector, the candidate to pass to the third ballot was decided by lot.
Only Prof Ergma stood in the third ballot of the election. 258 ballot papers were returned to the ballot box, of those 114 unmarked and 3 spoiled. Prof Ergma received the votes of 141 electors. Since that number was insufficient for her to be elected, the Rector's election failed.
Under the University of Tartu Election Rules, in case the Rector's election fails the term in office of the incumbent Rector is extended by one year. Should the election fail while the office of the Rector is vacant, the University Council must appoint an Acting Rector for a term of up to one year.
