1. EU/EEA citizens


 


EU/EEA citizens are entitled to the same social welfare benefits in Estonia as the residents of Estonia. Therefore, students coming from the EU/EEA countries should obtain an EU health insurance card or substitute certificate of an EU health insurance card (form E128) from the social service authorities in their home country before arriving in Estonia


2. non EU/EEA citizens who can apply for a residence permit in Estonia


There is a strict policy in Estonia what a health insurance obtained must cover. Please make sure that the following conditions are met and clearly stated.


·          Students must obtain a health insurance that clearly states the validity period and area of the policy. It must clearly state that the policy is valid in Estonia.


·           It is of utmost importance that the health insurance policy states very explicitly that any costs related to student’s medical treatment as a result of illness or injury during the period of validity of the residence permit applied for will be met.


·          There can be no reference to the fact that insurance is guaranteed in case of unavoidable medical treatment. A travel insurance is not acceptable!!!


 It is strongly advised to purchase a health insurance policy in Estonia since it gurantees that all needs are met and students can avoid double costs.


 3. non EU/EEA citizens who must apply for a residence permit outside Estonia.


Since it is almost impossible to purchase a suitable health insurance abroad, then International Student Service strongly recommends that for applying the residence permit students, in their home country,  should purchase the most inexpensive travel insurance valid for 4 months. Once they arrive to Tartu, a new health insurance meeting all the requirements must be purchased from the local insurance company ERGO within the two months after arrival to Tartu (with the minimum cost of 3000 EEK=193 EUR).


Students who still are determined to purchase the one that meets all requirements in their home country, must make sure that the following is included:                   




  •     It must clearly state that the policy is valid in Estonia.
