Cochrane training and research, and advocating for Cochrane values, vision and mission in this geographic region though its Programme of work.

Professor Liliya Eugenevna Ziganshina graduated with a degree in medicine (internal medicine) from the Kazan State Medical University, Russian Federation, in 1985. This was followed by a PhD in 1988 and a doctorate in 1995 in pharmacology and clinical pharmacology, from the same institution. She graduated with a degree in law (international law) from the University of Management “TISBI”, Kazan, in 2013. Currently, she holds the position of Director of Cochrane Russia (since 2015). Her work has focused on health priorities-oriented research in clinical pharmacology, drug utilization research, economic evaluations and Cochrane reviews on drug interventions, and has resulted in over 120 peer-reviewed publications.
She is also a member of the WHO expert advisory panel on drug evaluation, moderator of the Russian-language electronic discussion forum on essential medicines – E-Lek (since 2003), and Cochrane trainer for the WHO Evidence-informed Policy Network (EVIPNet) Europe (since 2017). She has contributed to policies on essential medicine selection and use for the Ministry of Health of the Republic of Tatarstan and Penza Oblast of the Russian Federation, and for the Government of Kazakhstan as a member of the Euro Health–World Bank twinning project on pharmaceutical sector reform (2010¬–2017). She has also contributed to policies on rational drug use teaching in Kyrgyzstan, Tajikistan, Uzbekistan and Ukraine, and to the WHO Expert Committee on the Selection and Use of Essential Medicines (2003–2007). She was instrumental in establishing clinical pharmacology as a practicing clinical specialty in the health-care system of the Republic of Tatarstan, as well as contributing to the development of the drug formulary system. She coordinated development and edited the Russian Evidence-Based Drug Reference Guide (based on Cochrane evidence), and has mentored over 30 PhD students in pharmacology and drug utilization research. She is a member of the Editorial Board of the International Journal of Risk and Safety in Medicine. Professor L.E. Ziganshina joined the European Advisory Committee for Health Research (EACHR) of the WHO EURO in 2018 and she is a member of the WHO International Clinical Trials Registry Platform (WHO ICTRP) Advisory group.
